Free SHS is an investment policy – Education Ministry PRO
Kwasi Kwarteng, the Public Relations Officer (PRO) of the Education Ministry, has stressed that the Free Senior High School (SHS) policy should be seen as an investment — not merely an expenditure.
He explained that maintaining and improving the quality of the policy requires significant resources, much like any other long-term national investment. Yet, many citizens tend to focus only on its financial cost rather than its broader social and economic benefits.
Education as a Strategic Investment
According to Kwarteng, the Ministry’s focus is on three key pillars — access, quality, and relevance. These, he said, are constantly being reviewed to ensure they contribute meaningfully to Ghana’s development.
He pointed out that since the introduction of Free SHS, enrolment rates have increased dramatically. Before the policy, many students dropped out after their first or second year due to financial difficulties. The programme has now opened the door for thousands of young Ghanaians who might otherwise have missed out on secondary education.

Changing the Mindset
Kwarteng stated,
“It all boils down to how you see the policy — as an investment or an expenditure. When you see it as an investment, your mindset, your narrative, and your level of support change completely.”
He also acknowledged public concerns about resource allocation, noting that while other sectors face challenges, the Free SHS policy remains crucial to building Ghana’s future human capital.
Long-Term National Benefits
He concluded by emphasising that investing in education pays off in the long term through improved literacy, productivity, and national growth.
“The money spent on Free SHS is not wasted — it’s building the next generation of innovators, leaders, and professionals who will drive the country forward.”
By framing the policy as an investment rather than an expense, Kwarteng underscored its role as a cornerstone for sustainable national development.
